What each affected worker must get

  • A pay rise. e2i calls it a wage increase.
  • A Career Development Plan. Put in place and explained to the worker.

  • e2i checks before it pays. You get the money only when the outcomes committed in your Letter of Award are met.

Forming a committee

How a non-unionised SME forms a CTC

  • No union needed. A non-unionised company forms its CTC with an NTUC or worker representative from U SME.
  • Contact e2i or NTUC U SME. Through e2i's CTC enquiry page, or by emailing [email protected].
  • Sign an MOU. Your owner, MD, CEO or GM signs with the NTUC or worker representative and any other partners.
  • Validate the plan. Your senior management representative and the NTUC representative discuss and endorse the transformation plan.

An AI build under this grant

What an AI project under this grant looks like

  • The same team handles more work. An AI agent takes over the repetitive part of a job, such as keying in invoices or chasing quotes. The people who did that work take on more, and their pay rise or career plan is the worker outcome.
  • A project that cuts headcount does not fit. You cannot promise a pay rise or a career plan to a worker you plan to let go.
  • Every affected worker is named in the plan. Before you sign anything, we work out with you which workers the build affects and what each one gets.

Documents

What to prepare

  • A transformation plan that shows the business outcomes and the worker outcomes.
  • Your CTC's endorsement: the senior management representative and the NTUC or worker representative.
  • The affected local workers and what each one gets: a pay rise, a Career Development Plan or a skills allowance.
  • Quotations from your vendors for each qualifying cost, so the assessor can see what the project costs.
  • At the end: the NTUC CTC Grant Claim Form and the Outcome Report.

Where applications go wrong

Common reasons a claim is cut or rejected

  • Outcomes not met. e2i pays only when the committed worker outcomes in the Letter of Award are met.
  • Outcomes too small for the money. e2i expects worker outcomes in proportion to the funding you ask for.
  • A vendor or consultant submits for you. Third-party submissions are rejected.
  • Counting foreign workers. Funding covers outcomes for Singaporeans and PRs only.
  • A late claim. Claims are due within 1 month after the end date in the Letter of Award.
  • Training already subsidised. Only external courses not supported by SkillsFuture count.
  • Missing the window. Applications close on 31 March 2028, and a project runs for one year.
