The Enterprise Innovation Scheme (EIS): a 400% tax deduction on AI spending

The Enterprise Innovation Scheme (EIS) is a tax deduction from IRAS, not a grant. You deduct 400% of the first S$50,000 you spend on AI each year from your taxable income, so you pay less tax. It applies for the Years of Assessment (YA) 2027 and 2028, and you claim it in your company's tax return. More details

AI deduction for YA 2027 and YA 2028

Spending now? A Year of Assessment covers the financial year before it, so AI you pay for this year may already count. Your accountant confirms which year.

Who qualifies

Your company can claim if

  • It is a company, partnership, sole proprietorship, registered business trust, registered branch or a subsidiary of a foreign parent.
  • It carries on active business operations in Singapore.
  • It spent the money in the basis period, the financial year that YA 2027 or YA 2028 covers.
  • The spending is on an AI system or an AI business service, not on hardware.
  • No government grant subsidised that part of the spending.
  • It has taxable profit to deduct from. In a year with no tax to pay, the deduction saves nothing that year, and the AI part has no cash payout. Ask your accountant whether the unused amount carries forward.

Worked example

S$50,000 of AI spending in one year

This is an example. EIS gives a 400% tax deduction on the first S$50,000 of qualifying AI spending a year. The 400% is the whole deduction, not 400% added to the usual 100%. The corporate tax rate is 17%.

Qualifying AI spending, after any grantS$50,000
Deduction at 400%S$200,000
Tax saved at 17%, before exemptionsS$34,000
Tax the usual 100% deduction would have savedS$8,500
Extra tax saved thanks to EISS$25,500

A company with no taxable profit saves nothing that year, because there is no tax to lower and the AI part has no cash payout. The partial tax exemption, which already lowers the tax on the first S$200,000 of profit, also lowers what you save. More details: IRAS EIS page, corporate tax page

What counts

AI spending that qualifies

  • An AI system. A subscription to, or a licence for, an AI system from another company.
  • System development. Building, deploying, running or maintaining an AI system for your business.
  • Consultancy, strategy, data and analytics. These count when the work relates to your AI system.
  • System-related training and an online platform. Training for your staff on the system, and an online platform for your business to use.

What does not count

Left out of the deduction

  • Hardware. Servers, storage devices and computing equipment.
  • Anything a grant paid for. Spending subsidised by a government grant is excluded. You deduct only your own share.
  • Mixed invoices. Only the AI part of a bill qualifies. Split it on a reasonable basis.
  • A cash payout. The other EIS activities let you convert spending into cash at 20%. The AI activity does not.

Plan ahead

Timing to check with your accountant

  • YA 2027 and YA 2028 only. The AI activity is not in the other EIS years.
  • Basis period. The spending must fall in the financial year that each YA covers.
  • Over S$50,000. Spending above the cap keeps the normal 100% deduction, if it is deductible in the usual way.
  • The whole scheme ends with YA 2028. EIS runs from YA 2024 to YA 2028.

What your accountant needs

  • Invoices for each AI subscription, licence or service, so the AI part can be separated from other work.
  • The grant letter of offer and claim, so the subsidised share can be taken out.
  • The date of each payment, so it lands in the right financial year.
  • The split of any mixed invoice, made on a reasonable basis.

Where claims go wrong

Mistakes that shrink the deduction

  • Claiming the grant-funded share. Spending that a government grant subsidised is excluded. Deduct your own share only.
  • Counting hardware. Servers, storage and computing equipment do not qualify.
  • Expecting cash. The AI activity has no cash payout. A company with no tax to pay gets nothing back that year.
  • The wrong year. The AI activity covers YA 2027 and YA 2028 only.
  • Adding 400% to 100%. The 400% is the whole deduction on the first S$50,000. Above that, the usual 100% applies.
  • Whole invoices. Only the AI part of a mixed bill qualifies.

Questions owners ask

Straight answers on the Enterprise Innovation Scheme

What is the EIS scheme?

The Enterprise Innovation Scheme is an IRAS tax scheme that runs from YA 2024 to YA 2028. It gives bigger tax deductions on five kinds of spending: research and development, registering intellectual property, buying or licensing it, training, and innovation projects with polytechnics or ITE.

Budget 2026 added a sixth, AI adoption, for YA 2027 and YA 2028. More details

What is the EIS tax deduction and how much is it?

For AI adoption, 400% of the first S$50,000 of qualifying spending each year, for YA 2027 and YA 2028. S$50,000 of spending becomes a S$200,000 deduction.

For the other activities, 400% on up to S$400,000 a year. Innovation projects with polytechnics, ITE or other qualified partners get 400% on up to S$50,000. More details

What is EIS in Singapore?

EIS stands for Enterprise Innovation Scheme. IRAS, Singapore's tax authority, runs it, and you claim it in your tax return. It is not a grant, and no agency pays you. More details

Is the Enterprise Innovation Scheme a grant?

No. A grant pays part of your cost. EIS lowers the profit you pay tax on. If your company has no taxable profit, there is no tax to lower. The AI activity has no cash payout. More details

What AI spending qualifies?

A subscription to, or a licence for, an AI system, and AI business services. IRAS lists an online platform for your business, system development, consultancy and strategy, data and analytics, research and development, system engineering and compliance, and system-related training.

Hardware such as servers, storage devices and computing equipment does not qualify. More details

Can I get cash instead of a deduction?

Not for AI. The other EIS activities let a business convert up to S$100,000 of spending a year into cash at 20%, so at most S$20,000. The AI activity does not offer it. More details

Can I claim EIS on spending a grant already covered?

Only on your own share. IRAS excludes any spending subsidised by a government grant. It says the EIS claim amount should be net of any grant or subsidies.

If a grant supports half of a project, the deduction applies to the half you pay. More details

How do I claim the EIS deduction?

A company declares it under the Enterprise Innovation Scheme section of its Corporate Income Tax Return. A sole proprietor or partnership includes it in allowable business expenses and submits the details through IRAS's digital service.

Ask your accountant which financial year the spending falls in. More details
